Cole Davis

Cole Davis is a founding member of the firm, bringing extensive experience in municipal law, local government representation, and complex civil litigation. His practice focuses on serving cities, special districts, and businesses in matters involving governmental operations, land use and development, labor and employment issues, and commercial transactions.

Cole currently serves as City Attorney for the City of Panama City Beach and as District Attorney for the Bay County–Panama City Airport and Industrial District. In these roles, he advises public entities on a wide range of legal, regulatory, and policy matters, while also representing them in litigation and administrative proceedings. In addition to his government practice, Cole regularly counsels private clients on business transactions, real estate development, land use permitting, and employment matters.

With a focus on practical, common-sense solutions, Cole enjoys helping clients navigate challenging issues efficiently, but he is equally prepared to litigate when necessary. He has successfully represented clients before the Florida Supreme Court, the Florida First District Court of Appeal, Florida’s federal and state trial courts, and numerous government agencies, including the Department of Labor, Equal Employment Opportunity Commission, Florida Commission on Human Relations, and the Division of Financial Services.

Cole is deeply committed to the legal profession and his community. He is a Past Chair of the Florida Bar Grievance Committee for the Fourteenth Judicial Circuit and has served on multiple civic and professional boards. 

A native of Panama City Beach, Cole lives in the community he serves with his family. After years of practice at an established firm, Cole founded this firm with his partners in 2025 to provide clients with seasoned legal counsel delivered in a more personal, community-focused way.
